According to its FAQ, a card's language and condition don't change TCG Collector's price. GradeScan & Collect uses each card's Cardmarket Near Mint value in its own language, in euros.

TCG Collector is a website only, with no app. GradeScan & Collect is an app on your phone: one photo is enough to add a card.

Centering and Vinted
GradeScan & Collect measures front and back centering to a tenth of a percent and gives the highest PSA grade it allows, before you pay to send a card off. Its Chrome extension also shows the value on Vinted listings.
